Note: These records are compiled from various published sources including state journals and North American Birds (formerly Field Notes), record committee web sites, and listserv lists. Not all states have functioning records committees, and that fact is usually mentioned in the notes.
An article I (Julie Craves) wrote on ECDs appeared in the February 2000 issue of Birder's World magazine. Click here for a link to an audio clip of the ECD.
Alabama – 12 Apr - 7 May 1991 in Baldwin Co.<http://www.bham.net/aos/ABRC/abrc1990.html> Earlier record tossed out.
Arizona -- Listed on the checklist as a review species.
Arkansas –26 June to 1 August 1989, Harrison, Boone Co. Next not until 1995.
California – This species is not on the state list, apparently because an established introduced flock in Ventura is thought to be the source of other records. However, it has now been recorded in (at least) San Bernardino, Marin, and Imperial Cos. “There are two questions, one involving the Ventura flock which would be treated as an introduced species. It is unlikely the introduced birds subcommittee would propose that. The second would be vagrants thought to be from adjacent states. They would probably have to meet the California criteria for acceptance which is breeding for at least 15 consecutive years and occupying all or nearly all suitable habitat to the extent the population is unlikely to ever be extirpated.” – Joe Morlan, CBRC.
Colorado –3 found (1 was roadkill) 25 June 1996 near Rocky Ford; 9 seen by that August; 10 in January 1997; in May 1997 one was found in Lamar. Now on Colorado list.
Connecticut – Reported in Winging It in Milford, Dec 1998 or Jan 1999; cannot find other details. Not on bird checklist as updated in July 1999. N.A. Birds 55(2):148 reports that this species has still not been confirmed in New England (as of winter 2000-01). In late 2001, not on checklist.
Delaware – 11 to 13 Aug 1998, two at feeder in Shelbyville were first. No details on acceptance by records committee. See Connecticut. In late 2001, not on checklist.
Florida – finally conclusively identified in 1985 and 1986.
Georgia – One shot 9 Jan 1988 in Grady Co. was first accepted record.
Idaho -- First at Soda Springs from 3 Aug 2000 to 26 Feb 2001; second were up to 3 near American Falls 13 Jan to 28 Feb 2001 (from N.A. Birds 55(2):198).
Illinois –Other than long-established Streptopelia doves (a mixed flock in Joliet area, Will Co. and DuPage Co. for 20 years), several at Urbana, Jacksonville, Carlysle Lake in June 1997 were some of the first mentioned in RBAs. One in Witt, Montgomery Co., since 1 Feb 1998 was pending approval.
Indiana –29 Apr 1999 in Indianapolis, Marion Co. (not seen by "real" birders until 29 June); another in Brook, Newton Co. 30 June 1999, these birds attempted nesting but one died. Indy bird not accepted due to situation with records committee (anticipated acceptance in future), so Newton bird gets first record.
Iowa – 27 Aug 1997 (up to 10 but usually 1-4) in Grinnell, five birds first heard by out of state golfer (were there several months); “Iowa’s first record of this species involved several birds at Grinnell in Poweshiek Co. from 30 Aug through the end of the year (Iowa Bird Life 68:14) and one that was found dead and preserved” <http://www.iowabirds.org/RecComm/1997_records.htm>
Kansas – 4 adults, prob breeding, 15 May-21 June 1997; Goodland, Sherman Co. Evidentally, these birds were present from early 1997. Added to the KOS Checklist as hypothetical. <http://www.ksbirds.org/kos/kbrc_97.html>. The next year two, sex and age unknown, were at Topeka, Shawnee Co. on 20 Feb 1998. These were photographed and thus accepted and the hypothetical status was removed <http://www.ksbirds.org/kos/anu_rpt98.html>.
Kentucky – 30 May 1999, several in Fulton Co. nest building; report of nesting birds in LaCenter, KY three years previous (these birds are still there, I saw them in August 2001). No details on acceptance by records committee, but the species is on the current checklist <http://www.biology.eku.edu/KOS/birdlist.htm>. The Fulton Co. birds have been said to have been present for 2 to 3 years.
Louisiana –First record ~1988 involving several birds (first mention in Field Notes is 24 Apr to 15 May 1988 at Ft. Pike, Orleans parish). Initially, the LBRC regarded them as escapees, but within a few years, it became evident that these first birds were colonizers.
Maryland – First record mid-April to mid-June 2002, Port Deposit, Cecil Co. Accepted by MD/DC Bird Records Committee (#2002-017). See also North Amer. Birds 56:294.
Massachusettes -- One reported 29 Jun 1999 at Northboro, Worcester Co. (North Amer. Birds 53:365) does not appear on subsequent reports of the Massachusetts Avian Records Committee <http://massbird.org/MARC/. Nor is the species on state list updated March 2000 <http://massbird.org/MARC/MARCstatelist.htm>.
Michigan – 13-24 June 2002, Kalamazoo Co. Pair seen with some debate as to whether the plumage was dark enough to be ECD, although song is correct. Accepted by Michigan Bird Records Committee (02-3154-01).
Minnesota –25 Apr into May 1998, two in Big Stone Co., possibly nesting (The Loon 70:155).
Mississippi –1 July 1991 near Greenwood Island; committee not really functional.
Missouri – first seen in late March 1998 in northeast MO; then 2 adults, 13 April 1998, Delta, Cape Girardeau Co. These were not accepted, RTD not ruled out. However, several birds in north St. Louis Co. (east-central Missouri) present since August 1998 were accepted.
Montana – No details on the first record (first nested spring 1997, according to Field Notes). No records committee.
Nebraska – One at feeder in Sheldon, Buffalo Co. from 29 Nov 1997 to 31 Mar 1998. Now a breeding colony present in Kearney.
New Jersey – 7 Sep 1997 at Cape May, now on state list.
New Mexico –Apparently first recorded in September 1995, but association with Ringed Turtle-Doves confused origin. Then 8 reported in Roswell, Chaves Co., in March 1998. Species is on checklist as hypothetical.
New York – up to four summer 1997 on a Long Island (East Hampton, Suffolk Co.) nursery had been there a year. Others seen over time as well. Very reliable sighting, but origin suspicious and none submitted to records committee for other reasons, not yet on list. A recent report of a bird in Oswego Co. was noted to be the first in the Oneida Lake Basin (North Amer. Birds 55:281) and considered a colonist. No updates to NY record committee web site.
North Carolina – 31 Jul and 5 Aug 1994, Outer Banks.
North Dakota – 18 July 1999, 7 miles east of Rock Lake, Towner Co.

South Carolina –Myrtle Beach, fall 1994, may have been there a year (from Field Notes).
South Dakota – 10 Aug to 11 Sep 1996 in Bowdle, SD (they are now up to their 6th record).
Tennesee –Chattanooga, Hamilton County, from 24 October 1994 into 1995 was first official accepted bird. A record from Wilson Park in East Memphis on 23 May 1994 was disregared as released birds, although research indicated nobody in the area was keeping ECD’s.
Texas – earliest reviewed by TBRC from High Island in April 1995, not put on official list until 1998, when it was reported from 35 counties.
Utah – I have not found details on a report from 8 July 1997 in Orem, UT. The species is not on the checklist, updated Dec 2000 <http://www.utahbirds.org/checklistUtah.htm>. The state records committee is fairly new and may not have reviewed this species yet.

Saskatchewan -- a pair in Weyburn (southeastern part of province) present since spring or summer 1999, but not correctly identified until 18 Nov 1999. Another pair in Regina identified last week of Sep 1999; one disappeared in January 2000.

And some other mentions...
(Not) Maryland – 13 Sep 1998 in Havre de
Grace, Harford Co. was never submitted. Wheaton and Dunkirk record
