What is NSEERS?
NSEERS is the National Security Entry-Exit Registration System and it is a special registration system. Certain nonimmigrants from countries identified by the Justice Department as supporters of terrorism are required to comply with special registration requirements.

NEW SPECIAL REGISTRATION REGULATIONS
On December 2, 2003, the Department of Homeland Security's Immigration and Customs Enforcement (ICE) Bureau published changes to "special registration" procedures.
WHAT HAS CHANGED
Those subject to Special Registration in NSEERS are no longer required to report in person to DHS offices between entry to the United States and departure from the United States. The 30-day and annual re-registrations are no longer required.
For example, if you visited the INS (now USCIS) office in Detroit for special registration last year, it is NOT necessary to return to the USCIS office one year after your visit. Note: DHS does still have the authority to call in individuals for re-registration on a case-by-case basis. Anyone required to re-register would be notified by DHS (Department of Homeland Security.
WHAT HAS NOT CHANGED
It is still necessary for special registrants to comply with special procedures when departing the United States. Under these departure control provisions, special registrants may leave the United States only through a port that has been authorized for NSEERS departure. At the authorized port, the registrant must report to a departure control office. It is VERY important to comply with these regulations. If you do not, you may not be able to re-enter the United States, or your re-entry may be seriously delayed. Please also remember to allow enough time to go through the departure control procedures. They can sometimes take a long time and some students have missed their flights.

Instructions for Special Registrants departing from Detroit Metro International Airport, Michigan The INS Telephone located on the left rear of the booth to contract INS. Follow posted dialing instructions. If you are unable to get to the Gate Level, or cannot locate the information booth, please ask your airline for assistance or call (734) 247-4901.
